A T4/T5 raiding Bear tank at level 70 Pre-LK would have ~20k (at least, that's what I had when I tanked SSC, but I'm pretty bad at this game), They've changed the stamina mechanics since then, but I would think at 64, in Bear form, you could prob be around 10k pretty easily.
My wife has a
level 65 druid that she never plays (quest gear from up to Terokkar) and she has 7.3k HP in Caster form, which should be close to 10k in Bear with 5-man buffs.

I remember when I started doing randoms in outland, people were saying the exact same thing to me, some healers even left cause my health pool was too low. I had a lot of agi gear instead of stam, so I had more dodge and received less damage.
Some healers left, but those who stayed always apologized to me, saying I was a great tank (threat wise and with a lot of survivability), so if people start yelling at you that you've got a low health-pool, just say them to wait till you're halfway the random.
As for numbers, I don't have any concrete numbers, but I do know my health pool was the same or lower than most dps and healers. I never had the highest health pool (or almost never).
EDIT: didn't check your profile, so I've got some more things to say:
1) half your gear is gone... No weapon, no shoulders and a lot more. I think you just removed them before logging of (I hope...)
2) You forgot
in your talent tree, which is VERY important (12% less damage taken, 6% more dodge AND 3 rage each time you dodge. This might be your most important survivability talent in the entire tree, so please take it. You don't have to, but you need a lot of stam/dodge/agi to make up for it and since you're not so good equipped, you must get it with your talents.
