Get the 20spell penetration to cloak since there aren't many caster enchants for the cloak. 20 spell pen is all you should really need.
For pve get Subtlety on cloak, +20 spell pen. is useless.

PvE :
penetration : mostly useless for PvE, the warlocks curse will reduce all "higher than base resists" already.
spell hit : 152 + Balance of Power is required to cap (ie stand at 1% miss rate)
PvP :
penetration : mostly usefull against druids (or druid groups) (or pallies or hunts or hunt with resist aura/shield activated).
spell hit : BoP is enough that you don't need anymore spell hit against lvl 70. Refer to wowwiki, but what is needed is 4% if i remember correctly.

PvE Spell hit cap:
3% against even leveled mobs
4% against +1 leveled mobs
5% against +2 leveled mobs
16% against +3 leveled mobs
PvP Spell hit cap:
3% against even leveled players
4% +1 players
5% +2 players
13% +3 players
