It's usually easier to gear a tank while running dungeons. Quest items tend to be more DPS focused. But you can easily quest in tank gear.
If it's speed you're after....they're both fast. Do whichever you're in the mood for.

Leveling a tank in dungeons is definitely the fastest I've found. Same with heals. DPS, you might want to mix the two.

I usually LFG/dungeon when I'm rested and then go questing when I'm no longer rested.

Dungeons.
No running back and forth collecting bear asses. No picking doom weed. Just grinding elites, racking up achievements, and watching blue gear fall like rain.
