At low settings, probably. But depending on how limited funds you have, upgrading the whole computer (read: mobo, CPU, ram and gfx card) may be an option. The cheapest available components today might well outperform 5-year-old average ones.

I do know for a fact that I've managed to build a computer from scratch for €250. Granted, it wasn't suitable for gaming (no gfx card) but that also included the case/PSU and disk drives. I'm not sure about the price level over there but $200 sounds like it might be enough. Then again, of course you can just get some more RAM and a new gfx card as you planned. I'm just not sure which option would give better performance in the end.
