I think you need to define "quickly" and "slowly".
At level 12 (and really most of the way to max level - excepting possibly 58/60-68/70 / outland) the fastest way to level is simply to do quests.
When you get a group of quests from a quest hub, look at your ingame map and do them by area - most quests these days (1-60 and 80-85) are generally located in roughly the same area at the time you get them, so you do X quests, move along to the next area of quests you have, and when you've been trhough them (or need to empty your bags) head back to the hub you got them from and turn them in.

What this feller said. Spec however you want, do what you want, just quest ^^
Shadow and disc are both more or less as good as each other all the way up till 70 or so, when Shadow does start getting better.

You will, if you do all the quests in a zone, before moving on, gain about 6 levels per zone (pre outland) - in other words you will slowly outlevel the zones meaning you will be doing quests that are below your level, and are tuned for rewards below your level so you level slower than if you were doing level appropriate quests - but that doesn't change that you will still gain more levels by finishing a zone and simply following the quest flow.
What level are you now, what race, and what zone are you questing ing - perhaps someone can help clarify why you may be feeling a lull in levelling.

May also want to take a look at
this
to get an idea where you want to level at. Once you reach certain levels you can get bread crumb quests into different zones.
If you do 5 low level quests and turn them in you will get less exp than if you were to do 5 level appropriate quests. Also, questing at those levels is really fast and you should be able to hit the mid 20s early 30s in a couple hours of questing.

Or check out the guide at wow-pro.
It's free, it tells you where to go, what to do, and in what order. As well as what order to turn in and when. Takes away the fun, gives you faster leveling times. I go for faster leveling times personally.

I've been leveling disc/holy from the very start, at lvl 10 I picked up disc, then starting from 30 (when dual speccing is available) I immediately went for holy as well, for me I had no problem leveling at all, mostly because 90 percent of the time I did dungeons :) so thats a good way to lvl as holy or disc, also to learn and get better at group healing its nice to do, though when I did quests I also had no trouble, In Holy I do Holyfire -> Mind Blast -> Holy word chatise/ smite (if not dead after the first 3 i often end it with shadow word death), not always in that order, sometimes ill start with chatise, then holy fire.. but for me this works nicely, nvr even have to heal myself. In disc I do, Holy fire -> Mind blast -> Penance -> shadow word death. Also works like a charm, must say as disc they go down a tiny bit quicker.
Hope this is of any help. (btw I also use the glyph spirit tap for mana, and my prime glyphs for holy are: Glyph of renew, Glyph of prayer of healing, for disc are: Glyph of power word: shield and glyph of prayer of healing/ penance.)

You can do dungeons healing. you'll get almost instant ques. Depending on group and dungeon, you can get 1 maybe 2 levels per a run in 5-15 mins. and since all quest relating to dungeons are now inside said dungeons, you will have a higher chance of gaining two levels on the first run.
