How to stop random alerts that city is under attack?

Hello all, I have noticed something in the game, that is frustrating to say the least, and i was wondering if there is a way to stop it....
Every once in a while, when I am in a major city, there will be an alert message that says '
-*-*- is under attack
', and when I go to that area, there is a fight going on, but I am not allowed to participate because it will not target anything.
The reason this is frustrating is because the fight almost
ALWAYS
seems to involve quest NPCs, who are subsequently killed off during the battle, and take
FOREVER
to respawn. This makes it so that you cannot start, nor turn in quests until Blizz gets around to respawning the dead NPCs, which can take a
LOOOONNNNGGGG
time.
I mean I get griefing, as per PVP characters attacking quest hubs, but in that case, you can fight back, and try to stop the attack, but these random fights that break out are all NPCs that you cannot even target.
Is this just a normal occurrence, and intended, or is there something that sets this off?

There is no such thing as griefing in PvP. Players are allowed to attack any NPCs that are flagged as PvP. Blizzard does not respawn these NPCs, they are respawned via code on a specific event timer.
If you're not able to attack another player, you are not in WM or you are not flagged. Players are allowed to kill quest NPCs, and Blizzard will not action those players as it's not against the ToS. Any PvP event can be countered by a PvP event. It's up to the players to solve these issues with world PvP.
If would be of more help if you would state which area this happens in, so someone can try to shed some light on the issue. NPCs don't randomly attack other NPCs unless there is an event taking place. We need to know where this is taking place so we can see what is going on.
I will also state that the local defense channel does not alert when an NPC attacks another NPC. It only alerts when players attack NPCs in specific areas. If you're seeing this alert, then players are engaging in PVP.
