I haven't twinked in a long time. The last time I had a twink was WotLK with a 19 warrior. I managed 2100 hp and had 2400 with my tank set. Note that this was before boa's, so it was a legit twink. The only time I managed to get more was with the midsummer buff.
What I think may have happened is these people got gear back when there was a bug with satchels from random dungeons. The bug gave them the wrong level satchel as a reward so level 15-19 got satchels from 45-55 or so. That is the only thing I can think of.

They could be coming in with outside buffs...i remember me and my friends would come with
Shattered Hand Acolyte
's Power Word Foritude, which was like 65 stamina. I had a priest set in Hellfire to help my twinks,(and mind Control the said mob to buff us). And it also stacked with regular fortitude at that time.
In cataclysm i used to come with that and Energizing spores in Battlegrounds, which was like 30 all stats, so that would be 95 stamina.
They nerfed power word fortitude now, i see to 10% and not a fixed rank amount
