same as most classes +crit + agil and if not hit caped + hit although i can remember to well people saying +ap gems scale better for just a ap boost than +agil but i wouldn't want to give up the crit from the agil gems by puting in +ap gems. if im wrong its because im out of it been up to long,...

For surv i think it is 1 Hit (Until Capped) > 1 Haste (Until Soft Capped) > 1 Agi > 2 ap > 1 Crit.... haste to maximize talents like expose weakness and master tactician

EDIT: Ah, so the 3% is coming from boomkins / rets. I thought you factored in IAotH procs as having a 100% up time. Still, the points stands of the true haste soft cap being at 523 without any additional haste effects other then your quiver.

That's assuming a 100% up time on a 1/5 talented IAotH, is it not? There's really no way of guaranteeing constant up time, which is why it's excluded from haste soft cap calculations.
No, it's including 100% uptime of ret paladin/moonkin aura. Which isn't really too much to ask imo.
