My Dragonhawk does this. Says 390 on the tooltip and 300 on my list of buffs.

I've noticed that the debuff on the mob will say +300AP, which is what Rank 5 Hunter's Mark gives. If you have gone 3/3 in Improved Hunter's Mark that gives another 30%. If you have the Hunter's Mark glyph, that gives another 20%. So basically you have another 50%, which is 150AP, so my tool tip reads +450AP.
When I was messing with specs on the PTR, I looked at the tool tip before putting any points in Improved Hunter's Mark and sure enough, each time I put a point in, the tool tip AP bonus increased.

I dont recall if you can see the +AP bonus on your character sheet as your attacking the target. Perhaps I should check this. And grab a BM hunter without the improved mark to check it.
I don't believe it shows on the character sheet, but I will have to check again. I do know that Exposed Weakness does reflect on the character sheet, at least on the PTR.

Actually I believe that they do not display the updated values on buffs or debuffs to prevent opposing faction players to know what is your spec or something like that because it would be easy for them to know how deep you are in what talent tree. That's what I belive but it might not be the explanation.
Edit: I also noticed that the same thing happens to Devotion Aura and many more...

The above might be true, actually. My extra 90 AP with Dragonhawk is coming from Aspect Mastery, so it would explain both the OP and my problem.
