Outland can be pretty hard for your Enhancement shaman if you're not prepared for it. Upgrade your gear at the AH, especially your weapons. Ideally, you should be dual-wielding with both weapons in the 2.4-2.6 speed range to get the most out of your Windfury.
By level 58 a good solo PvE Enhance build should look like this:

Pull with a Lightning Bolt or two, use Stormstrike when its not on cooldown, and toss in an Earth Shock whenever Shamanistic Focus procs. Shamanistic Rage helps you cut down on the need to drink so much. After you reach level 62 you''ll get Water Shield, which is a HUGE mana boost.
