when you say you can only use do you mean the sharp arrows are red or what. also you might have to put the sharp arrow in your arrow slot.

All ammo have level requirements, they are all at the 5 levels i.e. 15, 25, 35, 45, etc. says on the tooltip for each arrow what the level req is to equip it.
