It's not possible. That's a good example of "macros playing the game for you", something Blizz doesn't want you to do, so the game can have still have some sort of challenge.
Not really. All it's doing is condensing like abilities on the keyboard. There'll still be a pretty good logical distinction between the two abilities, just the same keybind for them. Unfortunately, it violates the rule of: 1 GCD attempt per macro.

If you want to save a macro slot, you can bind the same functionality as /focus to a key through the default key bindings interface.
