ilvl . It depends on how well you can play your character- a good player in 200s can out-dps someone in 245s with ease, depending on the people playing.
My guess would be probably around 213 min on average though.
Check the ilvl of items in the new 5mans. That is the entry gears required to get into ICC.
There's so much more to the puzzle than iLvls.
Quick story, I was sitting in Dalaran and get a random whisper from a guy asking me to tank Heroic ToC. I get in, there's a mage, the fail tank that I'm taking over for, and a ret paladin. They all had maybe 60% epics, a mix of the freebie 200 and 219 stuff from ToC, and some blues. I'm a prot warrior in all 245s who was feeling generous.
I get in there and the three bosses are sitting there waiting (jousting was done). We engage and what seems like 12 minutes later we finish. I have 2500 DPS and 45% of the damage done. The three DPS are all at ~800. Second boss trash cleared, I'm doing 3k on the trash and the DPS are all still sub 1000. Etc, etc etc, same goes for all the fights.
Seriously, there's no excuse for the low damage, especially given the number of epics these guys had. When I was a fresh, brand new Prot level 80, I was doing 1100 DPS when I was tanking. My warlock was over 2200 as a brand new 80. It's not like these fights had a lot of movement, and they certainly didn't have to worry about threat. All they had to do is stand there and push their buttons in the right order...
So my answer to your question so to know your damn class and how to play before you do the ICC 5-mans. There are going to be a ton of geared people running them, so I'm sure you can get carried regardless of your gear, but just don't be an anchor.
