a friend of mine is new to healing and I told him to get this before any other piece of eq.

from what I have read it procs about 100% of the time with rejuv and is the best we can do right now.

Did I tell him correctly?

If by "right now" you mean in 3.2, then yes.

In 3.3, which appears to be patching today, the Idol of the Black Willow is a bit better.

In pvp there could be a argument for the flaring to be better than the willow, because of the uptime?

I am not sure if willow will have better uptime or not? It does last longer though (15sec).

The difference is too minimal for me to consider upgrading to this. The emblems of frost will be better spent on other pieces such as the new belt.

Very true. But technically speaking, the new one is going to be "best in slot" just because it's slightly more spellpower.

if the tooltip is correct, it should be working like a proc-from-rejuv-only illustration of the dragon soul, easily 100% up time as long as you cast a rejuv every <27s.

It does suffer from the ramp-up time though.

(Unless you can just get it rolling before your match/BG. I don't do a lot of PvP.)
