i'd really only advise putting points into impurity if you have gotten every other Damage or threat talent available and still have more points to spend (which is unlikely =)
Point for point, impurity gives less damage increase per point than almost every other damage-improving talent in any of our trees.
As for virulence, I'd really only take it in a pvp build, or a pve build which has the points to spare. In pve you'll have a lot of hit rating anyways, and spell resists - despite being a 17% base chance - seem to be very rare as opposed to melee misses.
However, for pvp, virulence is a must for almost every dk spec you can think up. I tried fighting a shaman the other day and couldnt keep killing his totems and focusing on him at the same time, disease cleansing totem kicks our butts all over the place =( It really sucks getting a deathstrike crit right after the totem removes both diseases from the target, and getting zero health back from the strike.

Virulence is not going to be that big of a DPS increase, it's primary purpose is for the dispel resistance - which is only particularly valuable in PvP. Impurity is a filler DPS talent, and for single target DPS Impurity > Necrosis > Outbreak (outbreak moves up one for AoE).
