Very possible. In the character selection screen you click the AddOns button. It will bring up a list of all installed AddOns. You can switch between characters on the drop down tab and click AddOns on/off for each character.
Many AddOns also save their info Per Character which helps when using the same AddOn on different characters. The ones that don't are a pain to deal with.

Some addons share setup across characters, but all ace addons have got a profile system, so I think that'd be your best bet.

Of course you can do that, but if you decide you want to play one toon you have go to through and enable some and disable others which can take some time. I thought Bellkin meant something like a mod that does that for you.

Just have two WTF directorys. Thats the best way. One for one class and another for a different class. I've done that many times for my multiple classes.

Have to agree with Belkin, you can go through the AddOns button, picking and choosing ALL, or the character name and tell WoW which Mods to load up per character. Only have to do this once in the beginning and set most of your mods in game. (Though I haven't found a mod yet that I have to change its setting depending on the character every time I log in.) No need for having two or more WTF folders.
