Not really.
There are 3 different tokens. 25-man drops 3 tokens, and we've had both 1-1-1 and 2-1-0 - It's conceivable that 3-0-0 is possible as well.

Right, and I haven't raided in Cata so I don't know who drops what tokens, but I know for TBC and Wrath, every boss with a token table
always
dropped tokens. Whether or not, you won is an entirely separate issue.

Sorry about that. Yes, it seems that Cho'gall for instance does drop 3 tokens 100% of the time.

No, he drops three tokens 100% of the time, presumably on 25man. It could be 1-1-1, 1-2-0, or 3-0-0 as stated above.

He drops one on 10m, but for the first few weeks you can assume that no tokens will be wasted regardless of your luck. The hardest part is indeed the bosses - Cho and Nef are both very well designed and tuned fights that will challenge any guild up to them, at least moreso than any other boss prior to them.
