its not broken, just the tooltip is bugged, just like any other IMP spell/ability.
dev aura, ret aura, imp bom, imp wis, etc. only show the base amount but if you look at your stats, you get the full affect.

Ya it's just the tooltip. Same goes for
Totem of Wrath
where the spell says it's 40 yards while the buff/debuff says 30 yards.
