I have heard that the prot doesnt translate well after 70. Im at 80 now with "greed and grasscutter" with mongoose on both. is there anything better for me as my guild is just starting 10 and 25 man naxx.

Until you can get the AP enchant (the name escapes me) I think mongoose is still the best...don't quote me and I'd like a second opinion.

And what would the proc chance have to do with level? Unless you mean the haste/agility isn't worth it. If your combat push really hard for the AP one though. Less so if your playing mutilate.
