As i have noticed there are some relations. Take for an example zealot blade, U need to be lvl 29 to wear it and the item is a lvl 34. Many blue drops are 4-5 item lvls higher than the lvl req.

I'm not sure in this but it's just somehting i've noticed. Haven't found out anything with epic though cus it's all about which raid/instance u get it in. Greenies is 3-4 higher than lvl req.

Remember! I'm not sure in this. This is just what i have seen and thought.

Most pre-TBC items with an item level equal to or less than 65 have a level requirement of -5.

With the stat increase in TBC, the new gear no longer follows that formula.
