Like it says, just type in
<script src="
http://www.wowhead.com/widgets/power.js"></script>
into the HTML coding of whatever webpage you'd like to apply it to.
(Sorry, but I don't know exactly what a guild portal site is, but if you cannot edit the HTML coding for it, I do believe you are out of luck.)

It all depends if your guild hosting service allows you to add such scripts to your website code. I do know, however, that some guild hosting websites do have a script already installed like it. Try asking the company.
