Right now all that I'm awear that they do is give you some role-play use or something for bankalts/level level toons to wear.

Methinks you're overcomplicating this. This is a
game
. Not every item has to have some kind of min-max gameplay advantage. Monocles have always been wildly popular among players (especially RPers but by no means limited to them) for aesthetic reasons. Because they're freaking monocles. See also: the clamoring for top hats, which also offer no gameplay advantage.
Sometimes people just love stuff because it's fun. You have a pattern that's comparatively rare because it's a drop and the expansion just came out, and it's for an item that people are known to love for funsies. Don't question it, just rake in the gold.
