Same thing that happened with Wrath and Cata; Your Valor will be turned into JP, you'll have time to spend that excess JP, if you don't, it will end up as Gold.

You can always dump them into trade goods to stockpile for the start of the new xpac. That is currently what I am doing with all the JP/VP/Honor my toons are earning. This way I don't have to fight with everyone else trying to push the first few levels and jacking the price on the AH up for those materials.
