Its a matter of popular opinion. Resto is, IMO, the only....hmmm... competing spec for shaman in Arena at the moment. With Earth Shield up on yourself, youll be a hard tgt to take down. Or, at least youll have everyones attention you untill you die. With cleanse in addition to purge, you can be a serious thorn in the other teams side.
But, I guess it depends on what you want to do in PvP.

then elemental is your only choice, bind, shock, then range spells, and they hit quite big as well ( not as big as Lock's but they do a fairly good dps )
dont ever go for Enhancement on PvP, you will just get ur arse pwned and die all the time, trust me, ive been there with my Enhancement, that is why i never go PvP anymore after TBC
