I'm not going to claim to be an expert on what makes a good tank, but this has been working quite well for me. I've tanked about 10 heroics in the last two days using it, and I've had no problems with survivability or threat generation. I was around 1800 DPS in the Violet Hold Heroic I did earlier this evening.

Yes, I know I missed Frost Strike, but it hasn't caused me any problems yet, as I dump nearly all of my runic power into Rune Strike. I use it with the Rune Strike glyph, which makes nice usage of the extra runic power I'm getting.
I'm not sure how this build would fare in raiding, but it's served me very well so far in heroics.
I'm open to constructive criticism, but outright trolling is just a waste of everyone's time.
