Now, Landslide is supposed to be stronger than Ava, however running with 1x Ava 1x Landslide seems to provide less output than 2x Ava.
How do you know? During what situations are you seeing this?

Landslide is 2x as good as a main hand avalanche. I have twice as much mastery as you and Landslide is still way better.
What kind of discrepancy are you seeing? Is your raid makeup the same or are you pugging and getting different raid buffs/debuffs? Have you compared dummy dps using tests
at least 10 min long?
Tests less than that aren't useful for comparing. Even at 10 min, I've had my dps jump more than 200 dps after getting a string of crits, which is why I personally prefer ~25 min.
