Ok, I have to say I've never encountered this in wow at all, running it on a number of different systems, but I'm sure between the myriad brains of wowhead we can come up with something close to a solution!
First and most obvious question to ask is- What is your computer? Would be helpful to have a short breakdown of the hardware (processor, amount of RAM, graphics card) and operating system you use, additionally the settings you play WoW at.
Also, do you have a similar problem in other games?
Has this always been a problem you've found with wow, or is it since a certain patch?

The speed at which textures like that are loaded in can vary with a couple of things, including RAM, vid card, but also your hard drive (every notice your HD activity light after hearthing to Dal/Org/SW?). Texture info is on your HD. The game server tells your computer it needs to use that info to render models on your screen. That info then gets shuffled into your system RAM then onto your gfx card for rendering. Slowdowns can occur at any point along the way.
Do you have at least 4GB of RAM? Are you using a 7,200 RPM HD? What gfx card are you using?

I am almost positive what your experiencing is connected to the massive amount of phasing that occurs in the game world now. The problem is that in most of the new areas, a lot of small portions of the zones are phased, with several different phases for each of those sub-zones. When you travel into one of those sub-zones, the server has to figure out which phase you're in, and THEN tell the client which mobs/nodes/quest-givers/etc need to be there, and then your computer has to render them. The result is that by the time you've entered the zone, something you should've seen 100 yards away beforehand has just now appeared behind you.
This is most likely the "lag" you're seeing.

I have this too, 8gb ram on 7 64bit, nvidia 285gtx and a quadcore.

Think that Goldish is right. I'm running nearly identical specs to his (only difference is another stick of RAM and SLI GTX260s) and sometimes it takes a few seconds for mobs or npc to pop.

While your own system and connection type do play a small part in nodes springing up, the main culprit is the Server and the load it has at any given time. Add into the mix server clustering increased flight speed the servers simply can't update the clients that fast.
