The tactics all state the tanking lock needs 250 FR unbuffed. However i think a more acurate target is just to get 365 FR (the cap.. i think. as stated at http://www.wowwiki.com/Resistance
at first i thought zomg that will be hard, and that it would require the imba FR epics from badges, but i did the sums and it doesn't really.
Soul Link (Demonology). Nether Protection is not viable for this fight - most dmg is resisted then you will get 10k+ in one hit. You need most of the survivability talents from the Demon tree to live through this.
20 FR on Head Glyph of Fire Warding
for this you will probably want a decent head that isn't your main raiding epic to put it on. Not hard to get one really. Go for high stam and some spell hit (if possible). Crown of the Sea Witch (http://www.wowhead.com/?item=32776
) would be a great (craftable) option. I believe many tanking mages use this for Maulgar. A PvP headpiece (even the blue one) will serve well too.
24 FR on Neck Amulet of the Torn-heart (http://www.wowhead.com/?item=31074
from The Cipher of Damnation quest. Anyone who did it and vendorred the res neck is very very naughty.
33 FR on Back - couldn't find that many but one is Fiery Cloak from the mobs held in the Ethereum Prisons. A hassle to get but slightly easier now there is the daily (non-heroic) instance quest that gives keys. 15 of the FR is the cloak enchant

if we add the FR LWing armor kits to chest and gloves (4 primal water each) we have:

30 FR Bracers (stam enchant prob best)

and last remaining (i think optional) item is the heroic badges epic feet.
53 FR on boots Infernoweave Boots (http://www.wowhead.com/?item=30763
) with requires 20 Badges. Not hard to get really these days (1 Kara run is 22 badges). If you don't want to spend the badges on gear for a single fight, maybe just find some nice high stam caster boots and put a 8 FR armor kit on them.
Giving a grand total of
266 if you get the epic Badges boots
213 if not.
Not bad really, and you still have your normal raiding epic shoulders, belt, legs, (boots), weapon, rings, trinkets. So not too much gimping and very little stamina gimping.
As for the buffing we have:
If you the Master Demonologist talent (which you probably need to get Soul Link) then having your Felhunter out will give you 70 FR
FR totem 70 FR
FR Aura 70 FR

You don't need Demonic Resilience cos your demon should be parked somewhere where it's not getting directly hit by Leo's fireballs (and NPC spells don't crit so that half of the talent is not needed either). All other talents are set to boost the damage of Searing Pain, skipping Destructive Reach because the threat reduction is somewhat counter-productive for tanking.
Problem with all this is that this is a really REALLY crappy build for anything else. You will do a great job at Leo, but for the rest of the raid you will struggle, and you will hate the build so much you'll likely be respeccing before every Leo fight. Do not try SL/SL for Leo tanking as it will do a worse job than this specialised build for the tanking part, and suck worse for the rest of the raid.

Which works very well on all SSC bosses (even Vashj), and is great for Leo Tanking (switch to Felhunter at Leo ofc).

Yeah it does have less stam, but it works ok. worked for me. Eventually i got the Epic FR robe, but mainly cos the blue one is so ugly.. :-P You can take a Flask of Fort and stam food to help with keeping your HP up. Also - nightmare seeds (http://www.wowhead.com/?item=22797
) are extremely useful in the last 15%, where you will be tanking the demon for 30secs+ and are likely to get a large number of debuff stacks on you.

I really don't like using any peice of gear for FR that can't be enchanted for FR and because of that I shy away from necks and bracers in FR resistance gear.

Yeah the Nightmare Seeds saved my ass a few times in Phase 2. They don't have many uses, tanks rarely use them because they don't last a whole fight and most bosses' dmg does not ramp up as suddenly as Demon Leo's can, but this is definitely a good use for them.
@ Avalonia - that's all good info and a good route to very high FR. Only thing i would say about it though is that you have to be quite careful to not gimp your spell damage and spell hit too much, hence my suggestion that a few of the FR enchants go on normal high stam dmg gear (with no built in FR on it). As with any tanking situation, the amount of damage the rest of the raid can do is capped by how much threat you are generating, so you need your Searing Pains to pack a lot of punch still, and not resist. If anyone overaggros you in the demon phase you'll probably wipe because the lock tank can get an inner demon if he doesn;t have aggro. Happened to us a couple of times. First time we thought it was very funny. Second time we decided it was not too cool. For max threat in the early Demon phases you can also pop a Flame Cap, but as it shares a Cooldown with HS and Nightmare Seeds you shouldn't do that at phase 2 (but holding aggro in phase 2 is easy cos nobody is DPSing the demon). If you don't have much/any Stamina on your normal wand, you can equip a Firestone too.
One final point as a small correction to both my and Avalonia's kit lists, the LWing FR enchant is really rare so don't count on getting them for your total FR number unless you know you can get them. I couldn't find anyone on my server that had the pattern. iirc it drops of the Infernals in the final boss room of Arcatraz. Only 2 mobs + end of a long instance + v low drop rate = unfarmable. So they're pretty rare.

) is a good alternative for enchanting legs.
