Level 70 MM Hunter can't use Elixir of Armor Piercing - why?

Hello All,

First post, so please forgive any breaches of etiquette. Ok- so I have my level 70 hunter and when I try to drink my Elixir of Armor Piercing (level 70), I get the message "Target is too low level." Ummm....WHY?
