What happened to it? Have they just removed it completely? The only way to get it with with badges or doing Raids? Why would they do that yet leave the lvl 60 stuff?

At the moment it will not stay as it is because as it stands, the Alliance can still purchase Guardian Waists, Boots, Shoe's, Rings, Trinkets and Neck's, the Horde however, can not.
After I posted that I went on a search and found that you can buy em with the raid tokens(or w/e you call em) and the horde can buy the Guardian stuff you mentioned. There is a female orc in the middle of the Hall of Legends.
