Level 80 quest->gold question.

I've noticed a lot of quests on wowhead are saying I should get a lot more gold than I have been getting in-game. It seems to me there are 2 gold values listed (the first is the normal gold amount, the second is the level 80 compensation for not recieving XP from it), and from my understanding those 2 values should be added together. However, the game appears to be giving me only the top value.
So if it is normally 7g, but you get 13g extra from the XP comp, I would assume it should give 20g. However that quest would give me 13g. On the other hand, if it is 22g normally, and the XP comp is 19g, whereas I would assume you would recieve 41g, I actually get 22g. It's not just the value listed in my "recieved gold" in my chat box, but also the amount that I get added to my stock.
If I am wrong, please let me know, but as far as I remember that's not how quests are supposed to work.
