Leveling in Outlands

I'm playing a level 58 Orc shaman in Outlands... and it is kicking my butt! All the quests I have left are orange, and I'm still only at level 58. Every fight I get into leaves me out of mana, out of health, or both. The cost in food, water, pots, and ankhs is racking up, and I have mighty little to show for it.
My spec is Enhancement:

Right now, I'm assuming that I'm doing something wrong. How can I engage the enemy without needing to take a 30 second break in between fights?

I intend to pick up 5/5 Anticipation after 2.3, since I'm going to switch to Water Shield instead of Lightning Shield. I went with the daggers because they were quest rewards from Outland, and their stats are much better than what I was using. I use WF on my main hand and Frostbrand on the offhand. I agree that I should probably go back to Silithus and Winterspring until I hit 60 though. How do you engage the enemy as a high-level enhancement shaman? Is it worth it to drop totems? And how else should I swap around my talents?

As TheMoopy stated. 58 is the minimum level to go through the Dark Portal and enter the Outlands. Unfortunetly you are still wearing some level 40-45 gear. You shouldn't be wearing anything less than 55 if it's green and 52 if it's blue. Your gimping yourself. With 2 gathering professions, Mining and Skinning you should have a decent amount of gold. Spend some of it and gear up properly. If you don't want to spend the gold, do some of the Old World quests, or BG for a few weeks for honor/marks and get gear that way.
It's very rough at 58-59 to grind in the outlands without decent gear and even at 60 with good gear you will always need some consumables. Don't forget to level your cooking up. Some of the food buffs really do help. +Agi/+Stam, +Spell/+Spirit, +Stam/+Spirit, just to name a few.
This is from the eyes of a priest that was only 59 when BC came out. Just stick with it. There are some really nice quest rewards available right from the start and a ton of cheap Outlands greens on AH that will help increase your DPS and surviveablity and don't forget once you hit 60 you get a bunch of upgraded spells/skills. All of this should help with lowering the amount of downtime. Remember faster killing usually means less downtime.

This question could have come from me. My troll shaman was very weak when he went to the outlands at 58. Ok so my gear was pretty much sub par because there was never any good mail gear at the AH before lvl 59. I found myself in the same situation. Even now at 60 with mostly outlands gear its not that much better. My enhancement shaman is still pathetically weak. I really hope it will get better with patch 2.3 but I really doubt it.
