Fire is faster,but more dangerous.Frost is a bit slower but offer more survivability plus consumes less mana.
If you don't mind dying and running back to your corpse more often,go Fire.You want to minimize deaths and time spent running back to your poor dead body,go Frost.That factor alone will make leveling Frost go that much faster.
I've only got one mage leveling Fire,and that is on a RP server where fast leveling isn't as crucial.Why Fire on that one,you ask?I named her Pyrphoros,so Frost wouldn't have made much sense.
