frost will give you the best survivability with the best mana efficiency
i leveled fire tho and its just pure power as long as you dont mind drinking every few mobs....best to go fire if you will have someone to level with you because you WILL take hits
if you really cant decide based on that arcane is right in the middle

For Defence with decent damage, frost is the way to go atm. Now that Ice barrier got buffed, it will absorb about 3600 damage (which is
a lot
) at 75 with about 1K spellpower. You'll also get your WE for more control, and great slows for even more control. Mana efficiency is pretty good, as long as you have 3 points in Frost Channeling. I can always attack some mobs, use a gem, use evocation(glyphed one), use another gem, and then i have to drink. that way you wont spend a lot of time drinking. First aid will also lower your downtime, since you will usually have no mana issues, and a 6K heal is great for regaining lost health without having to sit down very frequently
