If you mean sign-on to a computer that doesn't have WotLK installed, yes. But it will tell you to download WotLK before you can play.
You can download WotLK from the World of Warcraft site in your Account Administration if you don't have the discs with you.

Yes, you can log on an account that has a lower 'level', but not the opposite.
Vanilla=Only Vanilla
Vanilla+BC=Vanilla+BC
Full ( Vanilla+BC+WotLK)=Vanilla+BC+WotLK
This is, unfortunately, not the case.
If you have say, a Blood Elf Paladin. And you try to login to a computer that doesn't have the Burning Crusade installed, you will not have the necessary game files to load your character, or the zone(s) you might be in.

This isn't what he's asking, though. He's asking the opposite. He has a Blood Elf Paladin (to use your analogy), and he's trying to log on to a computer that has
WotLK
installed, but the
account
only goes up to TBC.
My girlfriend tried to login on her laptop a few days ago, and it gave her a warning about WotLK not being installed. I'm not sure if it said she
has
to install it, or if she just wouldn't be able to play her characters in Northrend.
IMHO, if someone tried to login to a character in Dalaran and they didn't have WotLK installed it would kick them back to the Character Select screen, but I'm not sure.
