Do not go full resto, take the 14 points in balance to help with your healing. IF you realy want to level as resto I would go more of a restokin build. The thing it though, you can heal any wrath dungeon in resto-ish gea while your are specced boomkin. Just make sure you take intensity. The only place I ever failed while specced Boom was doing HoL when the tank and I had just dinged 77 and the tank was arms.
