well i havent played a low level hunter in a long while. but i did play a fire mage alt during cata.
and its pyroblast is compareable too Aimed shot. so taking that info with me, i suggest this.
when you fight a pack of mobs there 2 things you can do.
1. multi shot them all, and once your low focus use some steady shot till your focus is high enough agian too use multi shot.
2. single target. in which case i suggest: serp sting>arcane (till low focus)> steady too regain focus. and use aimed shot each time
procs (if your high enough lvl too have this talent)
on boss fights (or high hp trash)
use serp sting> aimed shot or arcane (what ever you prefer ) and once your low focus agian use steady shot too regen.
once you learn chimera shot, try using it as much as possible in dungeons as it will deal a lot more damge then arcane. (and also before aimed, unless the monster has more then 90% hp). this will also keep your serp sting refreshed (meaning it will reset the timer).
PS: keep in mind that i havent played a low lvl hunter in a long while, so others might have far better tips. but this beats nothing ^^

MM is graced (or cursed, depending on your view) with not having a changing rotation as such.
The major difference is when it pays off to do hardcasted Aimed Shot, and untill you get enough haste, you get better dps by dumping focus with Arcane and only uisng Aimed when its instant (I can't remember what level that becomes available off the top of my head).
This means you start with Aimed (precast with
Misdirection to the tank, preferably - if you don't have MD yet, don't precast), then
Chimaera Shot on CD,
to dump focus and
Steady Shot to regain focus. Always do SS in pairs after you get
