What you're saying makes absolutely no sense.
Maelstrom Weapons is mandatory for enhancement because it gives you instant cast lightning bolts at least twice a minute, which are very large damage (mine hit for 2.5k or so). It also allows you to offheal more effectively when things get crazy.
In short: Enhancement without Maelstrom Weapons is a terrible player.
