There's no way for a macro to know who the nearest friendly player is. You could:
/targetfriendlyplayer
/use Safeguard
Or more complicated:
/cast
Will cast it at whoever you hover your mouse over... If your raid frames have a range indicator, you can just hover over the player who seems to be taking the most damage or has a
Rogue
on them.
