Ok well i hav a 65 Mage hes a frost spec. IDk if I should keep lvling him frost or respec to fire to hit harder or arcane . Any advice is helpful.
fire just isn't great for leveling.. you don't have same mana conservation that you did with frost and will find yourself with a lot of drinking downtime..
i think frost is great for levelling.. until you hit 70 and arcane barrage becomes a serious viable hitter. In my opinion the arcane tree is set up in such a way that mana efficency is much more than even frost. i know technically you can spec into it at 60 if you put every point in frost, but that's kinda risky since your main opener spell is gonna be arcane blast after that.
arcane isn't spectacular for dungeons, but for solo questing, in my opinion, it becomes really good.. it's like a mix of fire and frost.. hits a bit harder than frost, and better on mana consumption. (Talents like arcane meditation, arcane concentration, and arcane mind are MORE than well worth it in my opinion).. With that having been said, while levelling, you'll still find that your main spell is a frostbolt, which is why I said lvl 70 (or at the VERY least 65 so you can throw 5 points in improved frostbolt).. While i was levelling, my general rotation was 2 Frostbolts, 1 arcane barrage, and then missle barrage whenever it procs. with the extra SP you'll see from Mind Mastery paired with the extra intel from Arcane Mind, you won't see a lot of downtime. Throw your mage armor on and you have 50% mp5. you may only need to get more mana everytime your evocation is off of CD. Granted, you're not gonna be QUITE as able to handle multiple mobs at once, but throw 3 points in prismatic cloak and if you get in trouble, simply vanish.. it's a lifesaver.. you'll feel like a rogue mage. hah.
on top of all this, arcane is a great PvP spec, so if you're on a pvp server, you have much harder instant hits against those jerks who like to who like to just gank you for no reason.
here's what my build looked like at lvl 70 when i started levelling again.

eithe way.. it's your mage.. do what you feel is best and what you're most comfortable with. wow, this post was a lot more long winded than i intended it to be. lol
