You would probably have got a better response to this on the Rogue or Theorycrafting forums.
+7 dmg will add 7 x 2.75 = 19.25 to an Ambush
+20 Agi (+15% Agi, +10% AP from talents) = +25.3 AP
AP contribution to instant specials with a dagger is AP/14 x 1.7, or 25.3/14 x 1.7 = 3.07 dmg, multiplying by the 275% ambush modifier gives 8.45 added damage.
Even considering the increased crit% from the extra Agi, the +7 dmg enchant is far better for Ambush.
Having said all that, for a Rogue twinking in the 49s with daggers I'd probably go with an
Enchanted Azsharite Felbane Dagger
with
Berserking
instead!
