As to your second question, they each have their own uses. Because of "Rend and Tear" (which cause Maul to do 20% more damage on bleeding targets), you'll want to have Lacerate ticking on any mobs that are getting hit by maul. If you have more than 3 targets, you'll probably be swiping. Also, it isn't hard to keep three or four stacks of Lacerate going if you're patient and/or have the skill. I currently don't have the patience to tab -> lacerate each of my targets, but keeping several targets bleeding for a decent amount of high threat damage seems like a good way to keep damage going, especially when it lasts 15 seconds, should be easy to keep several targets going.
