Max rep for low level quest reverted with last patch ?

Today I was doing some quest in the Draenei starting areas with my main (lvl70 human) to get some rep for a Elekk mount. This worked great for the elves and dwarf starting areas (got my tiger and ram a couple of weeks ago). But now in the draenei area I only get about 10% of the rep of what is listed on Wowhead.
For example I just turned in
Truth or Fiction
which should give 25 rep with Exodar, but I only got 3. Also for the earlier quest I noticed that most gave around 27 rep. In stead of the 250 or so that is usual for quests.
Was this a change with the 2.2.0 patch?
Cause I could not find it in the patchnotes.

No, The Draenei and Blood Elf starting areas have always been bugged like this since release. The only way to get full rep in those areas is to do them at low levels first, then go do the other areas. I'm not sure if it's "working as intended" or a 9 month old bug, but either way there is no sense doing any quest there if your character is not level-appropriate.

Actually, at level 65 , my human warrior was getting max rep for these lowbie quests, so it hasn't always been bugged. It is possible that they nerfed rep gains received for low level quests at high levels - I guess you'd have to check patch notes or ask a GM.

No, low level quests give full rep in all normal Azeroth, but are reduced in the BC starting areas. This hasn't changed in at least 2 months (over multiple alts) and was not working on my 70 druid (64-ish at the time) when I tried to get the draenei tabard (I think it was March, give or take a month.) When did you get full gains?

Oh - I know why....
For some reason, they consider the Draenei starting area as a part of Outlands - Don't ask me why, I don't know.
I also got my rep with Darnassus - so I may have misread the problem originally.

It's not a bug, it's intentional. It was to prevent the starting area being flooded with high level characters on BC release.

It's only certain flagged factions that give full rep. Factions like the Desolace centaurs still give reduced rep, and until recently so did major factions like Timbermaw and Argent Dawn.
I couldn't say why Exodus and Silvermoon City are still decaying, but it's likely they'll stay that way for the rest of the year at least.

Ok, thanks for all the replies. I thought that full rep was for all quest, but it seems that its only for the "old" quests :-(

That's still the case, however the base reputation was doubled, so reputation gains at 70 are higher too (1/5th of base reputation).
I couldn't say why Exodus and Silvermoon City are still decaying, but it's likely they'll stay that way for the rest of the year at least.
Most likely to prevent any level 70 who are not a Draenei or a Blood Elf to get the new faction's mounts easily.
