Mind Mastery vs Student of the Mind

I've always heard that arcane mages do tend to put stock in spirit, whereas any other mage would not. However, I've heard people scoff at the Student of the Mind talent. Is this primarily non-Arcane mages who don't realize the benefit? Or is that 10% spirit really not worth the points?
Similarly, is Mind Mastery worth all five points? I would think the 8% haste of Netherwind Presence would be worth choosing over a good chunk of what Mind Mastery brings to the table, but I'm not the best at theorycrafting.
I want to get the most out of the new Arcane without sacrificing some of the utilities, such as Prismatic Cloak, and still being able to take Precision in the Frost tree.

Buck for Buck, Netherwind Presence (6% haste, by the way, not 8) beats Mind Mastery.
As for spirit, it's hugely debatable whether we'd need it or not. It's safe to say that Arcane has more issues with mana than any other spec. Even so, the the amount of regen granted by Student of the Mind is minimal at best. In a tree that is as bloated as Arcane, you'd want to get as much DPS talent before getting anything else. So yes, Mind Mastery (minor dps increase) beats Student of the Mind (close to no dps increase)
You can probably spec something like

, and get both Precision and Prismatic Cloak
