The WoW install sits in a folder that you should be able to move around, so you should be able to download it, copy that folder over to a new location, and continue playing.
So if you install it now, copy the folder to a backup harddrive before reformatting and you should be able to either play it off that backup drive or copy it back to your main PC.

Wouldn't the "offline" install be buying the DVDs? There is a shortcut, too:
install the MoP discs first
, and only use the main discs for their product code with your account.
True, you will probably have to patch the game, but it would be dramatically smaller and faster than the full 30GB if your internet connection is bad.
Also, keep in mind that regardless of whether or not your net connection is bad, the downloader continues from where you last left off, meaning if you download 5GB with 25GB to go, you already have that 5GB; it does not download that data again and again and again.
