So pressing "1" casts CS, but pressing "Ctrl+1" does not do anything, help needed

Go through your keybindings list. You most likely have Ctrl+1 bound to something else already.

By default, CTRL-1 will be for either pet-bar or stancebar, I forget which - what a lot of people overlook is that even if your class doesn't use that bar, the keybind is still live.
