could have some use on fights where add stunning is helpful (e.g. ragnaros), but i agree the other two will be used more often. Second Wind
is very powerful when under 35% hp; there may be progression fights where it's helpful. i don't really like
because it costs rage + 1 GCD.
i haven't done the math, but i doubt Shockwave
is much use on single target because of the GCD cost. my default will be Dragon Roar
fits into a fight better. SW for me would only be if i need another stun that warbringer can't cover. GLYPHS

i don't understand why you say use Slam
when over 70 rage? it's the hardest hitting ability we have (outside of 2+ TfB stacks), so i would definitely use it below 70 rage.
white damage is a bigger part of our overall damage now. i'm not sure that's enough to make haste worth pursuing, especially with the seemingly abundance of rage, but if rage gets nerfed it might be. at the very least, the increased white damage will raise the output of average arms warriors.
as far as i can tell, unless you plan to cleave a lot, there is little use for lining up
with anything. this means macro it to HS and forget it - lame ability. ROTATION
this is where things get fun. there are definitely more decision points now and we should see some separation of good vs. great arms warriors. the basic rotation you outlined is a good starting point, but i think it changes frequently during the fight.
from what i could tell at level 85 (since that's all i had WoL from), the following things are true about our big three attacks (MS, OP, slam):
- slam is the hardest hitting attack, so best DPS move above 20%
- slam costs 30 rage, making it worst for DPR
- MS is the weakest hitting of the big three, making it worst DPS
- MS is our only rage generating special attack, making it best DPR
- OP fits in the middle of the other two - 2nd best DPR and 2nd best DPS (when including TfB procs)
HS at 2+ stacks is the best DPS above 20% and better DPR than slam. execute is by far the best DPS and better DPR than slam or HS.
so we have to consider our rage level when choosing our next attack.
single target, > 20%
< 50 rage ? DPR is important, so:
- HS if TfB < 3 sec OR TfB = 5 stacks (i know it's off the GCD, but rage dictates you can't HS & slam here)
i would not use HT, because if it's like cata it resets the swing timer.
> 110 rage ? DPR is less important, so focus on DPS:
*what needs to be figured out is when it's better to prevent rage capping with HS vs. moving slam above MS/OP.

50 < rage < 110 ? DPS & DPR are both important, so we can fall into our steady rotation. i'm not sure about putting MS > CS. yes, MS is the weakest so we get stronger attacks inside CS, but does that outweigh better CS uptime? i'm thinking something like this:
use HS as you described.
sub 20% things get simpler as execute is our heavily backloaded damage dealer:
- if rage > 80 and CS is off cooldown, then jump to combo below
the complication here is that execute hits so hard it dwarfs everything. so if you can't get 3 executes inside CS, i'm not sure it's worth using CS. if you can, i think
it's worth delaying the next MS by 1 GCD. so the ideal combination would be:
- CS (+recklessness/berserker rage)
the goal being to get as many of those combos in as possible.
