A Mouseover is a macro that sends (in most cases) the spell you wish to cast at the target which your mouse is for the moment hovering over. It can be a target in the game, or a Unit frame.
for casting spells the syntax is:
/cast SpellName

Mouseovers are typically used for healing or buffing. For healing, some people like myself find them essential because by not having to click to change targets you can react that much more quickly.
