1. I'm not sure blind is affected by hit rating, but if it is, 5% is what to aim for. (note that some classes have talents that reduce chance to be hit, like
mages
and
rogues
).

If you're doing double DPS I would go with this build.

QR is better with a healer as a partner rather then double DPS. Improved KS would help alot with double DPS.
Glyph of Rupture would be a fine replacement for Glyph of Garrote.
