You only need one point in moonglow to get to the next tier.
Mana will be less of an issue with a larger mana pool + replenishment later on, but you should be getting intensity over any other mana talent basically.

You missed the most important mana based talent for Boomkins... Omen of Clarity.
In terms of points spent on mana regen spend (from best to worse) like this:
OoC > Intensity > Dreamstate > Moonglow

Omen of Clarity is hands down the best single point to spend for mana. You'll need to read a lot about the 5 second rule to understand why and it's up in those stickies at the top of the druid forum. As far as it procing on things you don't want it to, that's part of the mechanics behind it. It'll proc from auto attack as well and heal/dmg based spells. Just about any spell you cast will proc it.
